Urban TrailS Committee Meets to Discuss Plans for the Community

On March 10, the Urban Trails Committee (UTC) met virtually for their regular meeting at 5:30 p.m. to discuss infrastructure priority rankings, Community Development Block Grant (CDBG) recommendations and various projects in the community.

In attendance was Shana Wade (Chair), David Lehmann, Ross Mittelman, Diana L. Rooney (Vice Chair), Orin Zyvan and Trent Prall (Public Works Director).

To start off the meeting, the minutes from January 13th and February 10th were approved. The meeting then shifted to finalizing infrastructure priority rankings.

The committee reviewed the new 2021 addition of Items 11, 14, 15, 23, 25, 32, 33b, 38, 39 and 40.

  • Item 11- The committee discussed the possibility of a bridge over the rail lines at 28 Road. There was skepticism about this proposal and other options were discussed like improving access for the neighborhoods located between the two streets and providing better access for the Colorado Riverfront Trail.
  • Item 14- The motion to move forward with the street improvements to 25 Road between G Road and Patterson Road was approved with no objections.
  • Item 15- A new project was brought up that had not appeared on a UTC ranking prior to this meeting.
  • Item 23- The committee discussed and clarified two items regarding Horizon Drive that were combined into one. The suggestion of a multi-use path along Horizon Drive was presented and more discussion was had regarding a canal trail and roadway improvements on Horizon Drive.
  • Item 25- The committee agreed to discuss this item with added clarity by next year.
  • Item 32- The committee discussed the idea for a path through Lincoln Park and the possibility of reducing pressure on the 12th/North intersection with this option. It was mentioned that CDOT would not allow it without achieving the numerical warrant for those facilities and it would require further discussion with CDOT.
  • Item 33b- No objection was raised against this item.
  • Item 38- After discussion about the existing Monument Connector Trail, this item was proposed to be removed and was removed by the committee.
  • Item 39- This item regarded the southbound, northbound, and roundabout to Escondido/S Camp Road and the item was decided by the committee to be removed next year.
  • Item 40- This item was agreed to be removed by the committee.

The meeting moved to CDBG recommendations where Public Works Director, Trent Prall, presented the following four areas of focus to the committee:

  • On Linden Ave, a shared use path/sidewalks, consisting of 1300 feet for North/South connection from Unaweep to Highway 50.
  • On 27 Road, a shared use path/sidewalks, consisting of 1800 feet for North/South connection from Unaweep to Highway 50.
  • On 3rd and Grand Ave, a protected median for North/South multimodal crossing.
  • At the Rocket Park crosswalk, ADA Ramping and piano keys at Rocket Park across Orchard Ave.

The UTC decided to fill out a ranking sheet with a score of 1 through 5 from the CDBG projects by March 25, 2021.

The committee moved the Mobility Hub presentation to the next meeting.

The final topic of discussion was wayfinding signage. There was discussion regarding bike routes and the best way to gain attention through the UTC or public input.

The meeting was adjourned at 7:12 p.m.
